Description
This framework, released in March 2025 by the Ministry of Electronics and Information Technology, Government of India, represents a proposed structured approach to building AI capabilities across all levels of government. The framework identifies three foundational competency types that together form a triad of skills essential for public officials navigating the landscape of AI implementation. By understanding and developing these competencies, the Government of India aims to increase AI adoption across public institutions and scaling to achieve global leadership in AI Governance, which is currently led by the US, China and European Union.
Examining this competency framework is also important since it reflects the Ministry’s policy ideology behind enabling AI-related governance & capacity building measures with some clarity, and simplicity, as the disambiguation of competencies in the document clearly shows the approach. Hence, it becomes necessary for product managers, entrepreneurs, citizens and even public officials, the main stakeholder(s), to understand the limits of this framework, and its purpose. The report’s major focus is on the three competency types, and their purpose, and then examines the competencies described with recommendations on three legal-policy perspectives:
- Data Policy Alignments
- Intellectual Property and Knowledge Management
- Accountability and Transparency
